The Group of Ten Ambassadors notes with grave concern the rising threat to the security of Yemen posed by actions of groups and individuals who oppose full and timely implementation of the political transition in accordance with the Gulf Cooperation Council Initiative and its Implementation Mechanism, as well as the outcomes of the National Dialogue Conference, and as called for in UN Security Council Resolutions. The Group reaffirms its abiding commitment to the peaceful transition process as outlined in the GCC Initiative and calls on all parties to abide by the founding principles of the Initiative aimed at ensuring the security, stability, and unity of Yemen.
The Group of Ten Ambassadors also expresses grave concern in particular regarding Ansar Allah’s public actions which have led to instability, and urges Ansar Allah to negotiate in good faith with the Government of Yemen to resolve political grievances and differences and to fully implement all agreements entered in to with the Government. The Group likewise condemns those actors who are seeking to exploit the current instability to advance narrow political agendas when circumstances call for all Yemenis to act in concert in the national interest.
The Group of Ten Ambassadors further condemns Ansar Allah’s public statements, which essentially mean threats to overthrow the Yemeni government and holds the group responsible for the deterioration of the security situation in Sana’a, for not fully withdrawing from Amran, and from engaging in armed clashes in al-Jawf as provided in the UNSC Statements of 11/07/2014 and 29/08/2014. It cannot be disputed that the primary victims of the conditions of insecurity and instability are the Yemeni people and the Yemeni economy. The efforts of the government to undertake meaningful economic reform must be supported by all parties in order to achieve the improved living conditions, job creation, and lasting prosperity that the Yemeni people deserve.
The Group also underscores it is looking carefully at suggestions that elements from other domestic political forces encourage such deterioration or are fueling instability to advance personal goals at the expense of the Yemeni people and similarly cautions against any attempts from outside of Yemen to support actions leading to public disorder. Such attempts cannot be regarded as friendly to Yemen or supportive of the political transition.
